DSEJ Curriculum Framework Consultation

There were some articles posted on Macaodaily after DSEJ announced the consultation draft of the formal education curriculum framework during this summer.  Those articles retrieved again on 24 September 2010 are including Doctor Teresa Vong of Universidade de Macau and some lecturers/teachers in the city.

It may be necessary to read Can. 799 of Code of Canon Law which is about the Christians' role on the promotion of the laws in education for the betterment of the next generation.  It is said that

教會人員已向民署反映意見相信計劃會擱置

【本報消息】天主教澳門教區主教黎鴻昇昨日出席澳門中華總商會第六十八屆會長及理、監事就職典禮，被傳媒問及近日居民反對民署在聖老楞佐堂附近建垃圾房一事，他表示，政府在設置公共設施時，應注意配合世遺景觀。指日前已有教會人員到民署反映意見，有信心當局會擱置計劃。

對於民署擬在風順堂區的聖老楞佐堂後側建垃圾房，代替現時該處擺放凌亂的垃圾桶，但遭居民反對。黎鴻昇表示，世遺建築物是本澳一大特色，政府在設置公共設施時應以尊重世遺為前提，以免破壞本澳獨有的世遺景觀。

他指出，聖老楞佐堂已有神父及教友向民署反映意見，但目前仍未收到有關消息。他相信當局會尊重居民意見，擱置計劃。

至於會否擔心會有聲音質疑教會是維護自己利益才對事件表態，他表示，事件涉及世遺景觀會否受破壞，聖老楞佐堂雖是本澳衆多的世遺建築之一，但教會是以維護世遺景觀的原則發表意見。

High Degree of Autonomy

Standing outside the classroom, found that a primary five teacher was asking what high degree of autonomy and one country two systems to the 5th grade pupils.  I really wonder whether the pupils really know the concept or the meaning of high degree of autonomy and one country two systems.  However, it seemed that the pupils weren't expected to answer or reflect the questions during the class and the teacher explained it in a simple way like "high degree of autonomy is having says in many aspects" and "one country two systems means having two systems in a country like Macao and China".

I really don't know what is the right way to teach this topic but we can indeed find some hints from the basic law article 2, 12, 18, 22, 122 and 143 about high degree of autonomy and the limits or exceptions.  Why not we take a look before teaching or learning?  Why not we do a simple survey to ask the pupils whether we are running the real high degree of autonomy in Macau?

問及主教黎鴻昇的政教言論，作為宗教背景的教育工作者如何看待？蘇映璇相信，主教所言是針對一份教區報紙，意思是該報的主要目標是傳播有關教會的事，相信辦報與辦學是兩個不同的取向。天主教學校有宗教取向，但無論任何情況下，辦學目標始終是培養學生成為一個愛國的好公民。若要培養學生成為好公民，在人權、正確了解各種政府措施方面均要給予教育。

澳主教強調號角報不涉政治

【本報消息】有傳言指天主教教區機關報《號角報》記者疑受官員壓力，以後“不准寫澳門政治（新聞）”。天主教澳門教區主教黎鴻昇接受查詢時表示，只是向該報編輯重申辦報立場，不希望教會報刋成為政界的宣傳工具。

昨日下午，不少媒體收到一條由議員高天賜發出的電話短訊，指“陳司長向教主（主教）投訴，《號角報》以後不准寫有關澳門政治（請看八月十三日有關陳司長政治消息www.oclarim.com.mo）。高天賜”，本澳傳媒爭相探詢消息來源。

高天賜接受本報查詢時表示，事緣澳門天主教教區機關報、葡文周報《號角報》，於八月十三日刋登了有關行政法務司司長陳麗敏，以及前臨時澳門市政局○一年批出的十幅墓地的文章。高天賜向本報表示，“撰寫該文章的記者向其透露，被主教邀約到辦公室談話，被告知不要寫政治及政府嘢，集中寫有關體育、文化和教區活動的內容。”

高天賜表示，該記者打電話給他表示“不開心，有壓力”，認為“主教很大程度受到政府的壓力。”高天賜指，“我和記者討論後認為，很大程度是來自行政法務司的壓力。”

天主教澳門教區主教黎鴻昇在接受媒體查詢時表示，“我找他（《號角報》總編輯）上來商談，告訴他教會的立場，即報紙的目標，不是純粹用來講政治問題。（立法會）選舉時，我們已與神父說要小心，我們是一份天主教報紙，不想變成政界人士的宣傳機關或發言人，我們不想這樣做。因為教會的報紙，不是要跟人說政治問題，應更多宣揚我們的信仰。”

行政法務司司長辦公室發言人接受查詢時表示對事件“沒有回應”。
